# BIM consulting

> BIM consulting is about deciding what to ask for, from whom and under which rules, before anyone produces a model. It covers information requirements and the EIR (capitolato informativo), the roles defined by UNI 11337-7, the choice and set-up of the CDE, staff training and the use of data in operations. For Italian contracting authorities it follows art. 43 and Annex I.9 of Legislative Decree 36/2023: since 2025 BIM is mandatory for new works and interventions on existing buildings above €2 million of works.

BIMON's BIM consulting helps public and private owners, contractors and design firms introduce digital information management and use it on real projects. We start from where you are today: requirements, roles, rules, data environment, model checking and the use of data once the asset is in operation.

## What it covers

Requirements and EIR; UNI 11337-7 roles and organisation; common data environment (CDE); training by role; support to the RUP in public tenders; data for operations and digital twins.

## FAQ

**What does a BIM consultant do?**

They help an organisation decide what information to ask for, from whom and under which rules, and put it into practice. In practice they write or review requirements and EIRs, define roles and procedures, set up the common data environment, train staff and check that delivered models meet the requirements.

**Is BIM consulting useful if BIM is not mandatory for my tender?**

Yes, if you intend to adopt it anyway. Art. 43(2) of Legislative Decree 36/2023 lets contracting authorities use BIM below the threshold, but only after adopting the Annex I.9 measures: training plan, hardware and software plan, organisational act. For private owners ISO 19650 applies and what counts is the contract.

**How long does BIM consulting take?**

It depends on the starting point and on what you need. An EIR for one tender takes a different time from bringing an organisation to use BIM on every project. We estimate it after the assessment, based on your planned tenders and projects.

**Do you also work for contractors and designers, not only owners?**

Yes. For contractors we prepare the information management proposal at tender and the BEP, and follow coordination and as-built models on site. For design firms we set up internal standards, templates and automation, and check models before delivery.

**What is the difference between ISO 19650 and UNI 11337?**

UNI EN ISO 19650 is the international standard on information management: it defines processes, the roles of the parties and the common data environment. UNI 11337 is the Italian standard alongside it, with guidance on levels of development, the EIR and professional roles. Annex I.9 cites ISO 19650 first and refers to UNI 11337 as a useful reference.

**Is BIM mandatory in Italy in 2026?**

For contracting authorities, yes, since 1 January 2025, for the design and construction of new works and interventions on existing buildings with estimated works cost above €2 million. Ordinary and extraordinary maintenance is excluded, unless the asset was already delivered in BIM. For listed heritage buildings the EU works threshold applies: €5,404,000 from 2026.
