# BIM support for contracting authorities

> Italian contracting authorities must use BIM for the design and construction of new works and interventions on existing buildings with estimated works cost above €2 million, net of VAT; for listed heritage buildings the threshold is the EU works threshold, €5,404,000 from 2026. Ordinary and extraordinary maintenance is excluded, unless the asset was delivered in BIM. Before any BIM procedure, mandatory or voluntary, the authority needs a training plan, a hardware and software plan, an organisational act, a CDE manager, a BIM manager and its own CDE.

Since 1 January 2025, art. 43 of Italy's Legislative Decree 36/2023 requires digital information management for new works and interventions on existing buildings above €2 million of works. We support the RUP (the single project manager) and the support team at every step: from the Annex I.9 preliminary measures to final acceptance with as-built models.

## What we do for the RUP

Annex I.9 preliminary measures (training plan, hardware and software plan, organisational act); outsourced CDE manager, BIM manager and information-flow coordinator; information requirements and EIR; oGI evaluation; pGI review; managing deliveries in the CDE; design verification; support to works direction and at acceptance with as-built models.

## FAQ

**What is the BIM mandate threshold in 2026?**

€2 million of estimated works cost, net of VAT, for new works and interventions on existing buildings. Only the works amount counts, not the whole project budget, and the mandate applies only above the threshold. For heritage buildings protected under art. 10(1) of Legislative Decree 42/2004 the EU works threshold applies: €5,404,000 from 1 January 2026.

**Can the information-flow coordinator be external?**

Yes. Annex I.9 prefers in-house staff with documented skills and, where none are available, allows the functions to be outsourced under the Code. The Ministry guidelines of 20 February 2026 confirm that the coordinator can be external, but decision-making power stays with the contracting authority.

**Are the preliminary measures needed even when BIM is not mandatory?**

Yes. The training plan, the hardware and software plan and the organisational act must be adopted before any BIM procedure, regardless of amount and design stage. Without them the authority cannot adopt BIM voluntarily.

**Is extraordinary maintenance subject to the BIM mandate?**

No, unless it concerns an asset already delivered with BIM methods: then the threshold applies. The line between extraordinary maintenance and renovation follows art. 3 of Presidential Decree 380/2001 for buildings; borderline cases need checking one by one.

**Where does the EIR (capitolato informativo) fit?**

It is part of the design brief (art. 41(3)) and is attached to the tender documents: for design services under Annex I.9 paragraph 8, for works with an executive design or design-and-build under paragraph 9, consistent with the design level put out to tender.
