Italy's BIM mandate in 2025: 4,963 public works contracts above €2 million

In 2025 Italy published 4,963 public works lots above €2 million, the threshold above which article 43 of Legislative Decree 36/2023 makes digital information management (BIM) mandatory. That is 7.1% more than in 2024, worth €53.1 billion, about 70% of the value of all works put out to tender.

We processed ANAC's open data on every works CIG (lot code) of 2024 and 2025 to see how many tenders the mandate really affects, where they are and who issues them. This is the first edition of the BIMON BIM Tender Observatory, and we will update it every year with the same method.

The numbers at a glance

2024 2025
Works lots published 141,044 163,699
Lots above €2 million 4,632 4,963
Value of lots above €2 million €74.7bn €53.1bn
Share of total works value 80% 70%
Lots between €2 million and the EU threshold 2,912 3,449
Lots above the EU threshold 1,720 1,514
Contracting authorities with at least one lot 1,253 1,213

Few lots, most of the value. Lots above €2 million are only 3% of works lots, yet they hold 70% of the value.

The €2–5.5 million band is growing. This is where the mandate is newest, and in 2025 it rose 18.4%, from 2,912 to 3,449 lots. Many medium and small authorities tender here, often for the first time with BIM requirements.

The largest lots are fewer. Above the EU threshold lots fell from 1,720 to 1,514 (−12%). Part of the drop relates to recovery-plan tenders: lots above €2 million flagged as PNRR or PNC went from 858 to 682.

Where they are

Region Lots 2025 Lots 2024
Lazio 695 658
Lombardy 573 498
Campania 374 368
Marche 361 251
Sicily 353 275
Emilia-Romagna 344 339
Veneto 332 360
Tuscany 287 244
Piedmont 273 333
Apulia 213 254

The strongest growth is in Marche (+44%, with much of the 2016 earthquake reconstruction) and in Trentino-Alto Adige, which went from 90 to 183 lots.

What kind of works

Category (main CPV code) Lots 2025 Share
Roads, railways and networks 1,844 37.1%
Buildings 776 15.6%
Completion and renovation 656 13.2%
Building services (MEP) 330 6.6%
Hydraulic and maritime works 282 5.7%
Bridges, tunnels and civil works 220 4.4%
Other categories 855 17.2%

Buildings, renovation, building services and specialist building works together add up to 1,960 lots, 39.5% of the total. This is where BIM MEP design and clash coordination make the biggest difference on site.

Who tenders them

Contracting authority (classified from its name) Lots 2025 Share
Networks, transport and utilities 1,472 29.7%
Other companies and bodies 1,004 20.2%
Municipalities and unions of municipalities 832 16.8%
Regions and regional bodies 496 10.0%
State, ministries and commissioners 249 5.0%
Provinces and metropolitan cities 239 4.8%
Healthcare 133 2.7%
Universities and research 99 2.0%
Others 439 8.8%

832 lots above the threshold come from municipalities, and 1,213 different authorities published at least one. For many of them a BIM tender is not yet routine.

What it means for authorities and contractors

Contracting authorities need a training plan, an organisational act, a common data environment (ACDat) and the digital process and data environment managers before their first tender above the threshold. Not every lot above €2 million is in scope: about one in four (1,317 in 2025) mentions maintenance in its subject, and ordinary and extraordinary maintenance is excluded unless the asset is already managed in BIM. To check a specific tender, use the BIM Mandate Checker.

Contractors and designers face almost 5,000 lots a year, 414 a month on average, that require an information management offer, verifiable models and a working common data environment. If you need a team to set this up with you, see our BIM management service.

Method and limits

  • Source: ANAC, National Public Contracts Database (BDNCP), monthly CIG datasets from January 2024 to December 2025, licence CC BY-SA 4.0. BIMON's processed data is released under the same licence.
  • Unit: the CIG (single lot) with "works" as main object, deduplicated, cancelled CIGs excluded.
  • Scope: lot value above €2 million, the threshold of article 43 of Legislative Decree 36/2023 as amended by Legislative Decree 209/2024, in force since 1 January 2025. The law refers to the estimated cost of the whole intervention, which can span several lots.
  • What we cannot measure: ANAC does not record whether a tender requires BIM. Maintenance and the higher threshold for listed heritage buildings cannot be applied reliably, and the transitional rules of article 225-bis exclude some procedures started by 2024.
  • 2024 comparison: the general mandate was not yet in force in 2024; the comparison uses the same scope to measure tender volume.
  • Classifications: region from the ISTAT code of the works location, category from the main CPV code, authority type from keywords in its name.

Frequently asked questions

How many tenders fall under Italy's BIM mandate?+

In 2025 there were 4,963 public works lots above €2 million, according to ANAC data analysed by BIMON. That is the scope of the mandate set by article 43 of Legislative Decree 36/2023. Some of them are maintenance contracts, which the law excludes.

Who tenders the most works above €2 million?+

Network and transport operators such as RFI, ANAS, motorway and water companies account for about 30% of the lots. Other companies and bodies follow with 20%, then municipalities with 17%: with 832 lots they are the largest group of public authorities.

Does ANAC data say whether a tender required BIM?+

No. The ANAC database does not record information management requirements. The observatory therefore measures the lots that fall within the mandate by value, not those that actually included BIM requirements.
